They can read documents, call APIs, query databases, create tickets, summarise customer history, and trigger business processes.<\/p>\n\n<p class=\"wp-block-paragraph\">That power creates a new infrastructure problem for Australian organisations: an AI agent is not just a chatbot. It is an application runtime, an identity, a data access layer, an integration surface, and a decision-support tool. If it is poorly designed, it can become a fast path to data leakage, excessive permissions, compliance gaps, and hard-to-audit automation.<\/p>\n\n<p class=\"wp-block-paragraph\">For mid-market CIOs, CTOs, IT managers, and business owners, the question is no longer \u201ccan we build an AI agent?\u201d The practical question is: \u201ccan we operate AI agents securely, reliably, and within our risk appetite?\u201d<\/p>\n\n<p class=\"wp-block-paragraph\">Azure provides strong building blocks for this, including Microsoft Entra ID, managed identities, Azure Key Vault, Private Link, virtual networks, Azure AI Foundry, Azure OpenAI, Azure AI Content Safety, Microsoft Defender for Cloud, Azure Monitor, Microsoft Purview, and Azure Policy. The challenge is designing them as a secure platform rather than assembling them as isolated services.<\/p>\n\n<h2 class=\"wp-block-heading\">Why AI agents need different security thinking<\/h2>\n\n<p class=\"wp-block-paragraph\">Traditional application security often focuses on users, APIs, databases, and infrastructure. AI agents add several new risks:<\/p>\n\n<ul class=\"wp-block-list\"><li>They interpret natural language instructions, which can be ambiguous or malicious.<\/li><li>They may use tools such as search, databases, file stores, ticketing systems, CRMs, or workflow engines.<\/li><li>They can combine data from multiple systems in ways the original systems did not anticipate.<\/li><li>They may generate outputs that appear authoritative even when the underlying context is incomplete.<\/li><li>They can be exposed to prompt injection, data poisoning, unsafe tool use, and indirect instructions embedded in documents or web content.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">This means AI agent infrastructure needs controls across identity, network isolation, data governance, model access, prompt handling, observability, and human approval.<\/p>\n\n<p class=\"wp-block-paragraph\">A secure design is not about blocking innovation. It is about creating a safe path for teams to build useful agents without bypassing enterprise controls.<\/p>\n\n<h2 class=\"wp-block-heading\">Start with the business risk, not the model<\/h2>\n\n<p class=\"wp-block-paragraph\">Before selecting models or frameworks, organisations should classify the agent by business impact.<\/p>\n\n<p class=\"wp-block-paragraph\">A low-risk internal knowledge assistant is different from an agent that can modify customer records, process invoices, approve refunds, or access sensitive employee data.<\/p>\n\n<p class=\"wp-block-paragraph\">Useful questions include:<\/p>\n\n<ul class=\"wp-block-list\"><li>What data can the agent read?<\/li><li>What systems can the agent write to?<\/li><li>Can the agent trigger financial, operational, or customer-impacting actions?<\/li><li>Does the agent process personal information under the Australian Privacy Act?<\/li><li>Does the workflow touch regulated, contractual, or commercially sensitive data?<\/li><li>What happens if the agent gives a wrong answer or takes the wrong action?<\/li><li>Is human approval required before any irreversible step?<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">These answers should drive the architecture. A high-impact agent needs stronger isolation, stricter identity controls, detailed logging, more aggressive content filtering, and clearer approval gates.<\/p>\n\n<h2 class=\"wp-block-heading\">A secure Azure reference architecture for AI agents<\/h2>\n\n<p class=\"wp-block-paragraph\">A typical secure Azure AI agent platform can be structured into several layers.<\/p>\n\n<h3 class=\"wp-block-heading\">1. Identity and access layer<\/h3>\n\n<p class=\"wp-block-paragraph\">Every agent, application component, and integration should have a clear identity.<\/p>\n\n<p class=\"wp-block-paragraph\">On Azure, this usually means Microsoft Entra ID and managed identities wherever possible. Managed identities reduce the need for stored secrets and allow access to be governed through Azure role-based access control.<\/p>\n\n<p class=\"wp-block-paragraph\">Good practices include:<\/p>\n\n<ul class=\"wp-block-list\"><li>Use separate managed identities for separate agents or agent components.<\/li><li>Apply least privilege access to storage, search indexes, databases, queues, APIs, and Key Vault.<\/li><li>Avoid shared service principals across multiple agents.<\/li><li>Use conditional access and privileged identity management for administrative access.<\/li><li>Regularly review role assignments, especially on data services.<\/li><li>Keep production agent identities separate from development and testing identities.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">This matters because an AI agent should never inherit broad application or administrator permissions just because it is convenient during development.<\/p>\n\n<p class=\"wp-block-paragraph\">If an agent only needs to read a specific search index, it should not have contributor access to an entire resource group. If it needs to create a draft ticket, it should not be able to close incidents or change priority without approval.<\/p>\n\n<h3 class=\"wp-block-heading\">2. Network isolation layer<\/h3>\n\n<p class=\"wp-block-paragraph\">AI agents often connect to sensitive internal systems. Public exposure should be minimised.<\/p>\n\n<p class=\"wp-block-paragraph\">Azure networking controls can include:<\/p>\n\n<ul class=\"wp-block-list\"><li>Virtual network integration for application components.<\/li><li>Private endpoints for supported Azure services.<\/li><li>Private Link to keep traffic on private network paths where available.<\/li><li>Network security groups and route tables for segmentation.<\/li><li>Azure Firewall or a network virtual appliance for egress control.<\/li><li>Private DNS zones for private endpoint resolution.<\/li><li>Separate subnets for app runtime, data services, management, and integration components.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">For production agents, our team generally recommends designing the network as if the agent is a privileged internal application, not a public-facing experiment.<\/p>\n\n<p class=\"wp-block-paragraph\">That means limiting inbound paths, controlling outbound destinations, and ensuring the agent cannot freely reach the internet unless there is a specific business reason.<\/p>\n\n<p class=\"wp-block-paragraph\">This is especially important for agents that retrieve web content or process external documents. Indirect prompt injection can occur when an agent reads malicious instructions from untrusted content. Network controls will not solve that risk by themselves, but they reduce the blast radius if the agent attempts unsafe tool use.<\/p>\n\n<h3 class=\"wp-block-heading\">3. Data and retrieval layer<\/h3>\n\n<p class=\"wp-block-paragraph\">Many enterprise agents use retrieval augmented generation, or RAG, to answer questions from business documents and structured data.<\/p>\n\n<p class=\"wp-block-paragraph\">The security of the retrieval layer is just as important as the model.<\/p>\n\n<p class=\"wp-block-paragraph\">Key controls include:<\/p>\n\n<ul class=\"wp-block-list\"><li>Classify source data before indexing it.<\/li><li>Avoid placing unrestricted sensitive data into a shared index.<\/li><li>Preserve document-level permissions where possible.<\/li><li>Use separate indexes for different sensitivity levels or business units.<\/li><li>Encrypt data at rest and in transit.<\/li><li>Store secrets and connection strings in Azure Key Vault.<\/li><li>Use customer-managed keys where the risk profile requires them.<\/li><li>Define retention policies for prompts, responses, embeddings, and logs.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">A common mistake is to treat the vector index as a harmless technical component. In reality, it may contain chunks of sensitive documents, metadata, embeddings, and access patterns. It needs the same governance attention as other business data stores.<\/p>\n\n<p class=\"wp-block-paragraph\">For Australian organisations, this should be considered alongside privacy obligations, contractual data handling requirements, and internal records management policies.<\/p>\n\n<h3 class=\"wp-block-heading\">4. Model and prompt security layer<\/h3>\n\n<p class=\"wp-block-paragraph\">Azure AI services provide enterprise controls around model deployment, access, and safety tooling, but organisations still need to design their own guardrails.<\/p>\n\n<p class=\"wp-block-paragraph\">Controls may include:<\/p>\n\n<ul class=\"wp-block-list\"><li>Approved model catalogues for production workloads.<\/li><li>Separate deployments for development, test, and production.<\/li><li>System prompts stored and version controlled securely.<\/li><li>Prompt templates reviewed like application logic.<\/li><li>Input and output filtering with Azure AI Content Safety where appropriate.<\/li><li>Prompt injection detection patterns for untrusted content.<\/li><li>Grounding rules that instruct the agent to answer only from approved sources.<\/li><li>Refusal behaviour for restricted topics or unsupported requests.<\/li><li>Evaluation datasets to test accuracy, safety, and policy compliance.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">Prompt security should not be left to one long system message. The better approach is layered control: identity, network, data permissions, tool restrictions, content filtering, logging, and human approval for sensitive actions.<\/p>\n\n<h3 class=\"wp-block-heading\">5. Tool and action layer<\/h3>\n\n<p class=\"wp-block-paragraph\">The biggest risk with agents is often not what they say, but what they can do.<\/p>\n\n<p class=\"wp-block-paragraph\">Tool access should be deliberately constrained. For example:<\/p>\n\n<ul class=\"wp-block-list\"><li>Read-only tools should be preferred for early deployments.<\/li><li>Write actions should be scoped to specific business functions.<\/li><li>Destructive or financial actions should require human approval.<\/li><li>APIs should validate authorisation independently, not simply trust the agent.<\/li><li>Rate limits should be applied to prevent runaway automation.<\/li><li>Actions should be idempotent where possible.<\/li><li>All tool calls should be logged with user, agent identity, timestamp, input, output, and result.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">If an agent creates a service ticket, updates a CRM field, sends an email, or triggers a workflow, that action should be traceable. Business teams should know who requested it, what the agent saw, what it decided, and what system change occurred.<\/p>\n\n<h2 class=\"wp-block-heading\">Mapping AI agent controls to the Essential Eight<\/h2>\n\n<p class=\"wp-block-paragraph\">The ACSC Essential Eight was not written specifically for AI agents, but it remains a useful baseline for reducing cyber risk in Australian environments.<\/p>\n\n<p class=\"wp-block-paragraph\">AI agent platforms can support Essential Eight-aligned thinking in several ways:<\/p>\n\n<ul class=\"wp-block-list\"><li><strong>Application control:<\/strong> restrict where agent runtimes, tools, plugins, and automation components can execute.<\/li><li><strong>Patch applications:<\/strong> keep agent frameworks, SDKs, containers, operating systems, and dependencies current.<\/li><li><strong>Configure Microsoft Office macro settings:<\/strong> consider how agents process Office documents and whether embedded content should be trusted.<\/li><li><strong>User application hardening:<\/strong> reduce exposure to untrusted web content and risky client-side behaviours.<\/li><li><strong>Restrict administrative privileges:<\/strong> tightly control who can create agents, deploy models, change prompts, assign permissions, and connect tools.<\/li><li><strong>Patch operating systems:<\/strong> maintain the host platforms used for containers, virtual machines, and integration runtimes.<\/li><li><strong>Multi-factor authentication:<\/strong> enforce MFA for administrators, developers, and users accessing sensitive AI systems.<\/li><li><strong>Regular backups:<\/strong> protect configuration, prompts, indexes, application code, and supporting data stores so agent platforms can be recovered.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">The Essential Eight should be treated as a baseline rather than a complete AI security framework. AI-specific controls are still required for prompt injection, unsafe outputs, model evaluation, tool governance, and data leakage prevention.<\/p>\n\n<h2 class=\"wp-block-heading\">Governance and compliance considerations<\/h2>\n\n<p class=\"wp-block-paragraph\">Secure AI agent infrastructure also needs governance that business stakeholders can understand.<\/p>\n\n<p class=\"wp-block-paragraph\">Important governance artefacts include:<\/p>\n\n<ul class=\"wp-block-list\"><li>An AI agent register listing each production and pilot agent.<\/li><li>Data classification for each agent\u2019s sources and outputs.<\/li><li>Ownership across business, technology, security, and risk teams.<\/li><li>Approval workflows for new tools, data sources, and production releases.<\/li><li>Model and prompt version history.<\/li><li>Testing evidence for safety, accuracy, privacy, and security controls.<\/li><li>Incident response procedures for AI-specific failures.<\/li><li>Decommissioning processes for agents that are no longer used.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">Microsoft Purview can help with data governance, classification, and compliance workflows across Microsoft environments. Azure Policy can help enforce infrastructure standards, such as requiring private endpoints, restricting public network access, enforcing diagnostic settings, and controlling approved regions or SKUs.<\/p>\n\n<p class=\"wp-block-paragraph\">For Australian businesses, governance should also consider privacy, data residency expectations, sector obligations, cyber insurance conditions, customer contracts, and board reporting requirements.<\/p>\n\n<h2 class=\"wp-block-heading\">Observability is a security control<\/h2>\n\n<p class=\"wp-block-paragraph\">AI agents need more than uptime monitoring. They need behavioural observability.<\/p>\n\n<p class=\"wp-block-paragraph\">A mature monitoring approach should capture:<\/p>\n\n<ul class=\"wp-block-list\"><li>User requests.<\/li><li>Agent responses.<\/li><li>Retrieved documents or data references.<\/li><li>Tool calls and outcomes.<\/li><li>Authentication and authorisation events.<\/li><li>Content safety filter results.<\/li><li>Latency, token usage, and cost metrics.<\/li><li>Errors, refusals, and escalation events.<\/li><li>Changes to prompts, tools, models, and permissions.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">Azure Monitor, Application Insights, Log Analytics, Microsoft Sentinel, and Defender for Cloud can support monitoring and detection patterns across the environment.<\/p>\n\n<p class=\"wp-block-paragraph\">The goal is not to record sensitive content unnecessarily. The goal is to have enough evidence to investigate incidents, tune controls, manage cost, and demonstrate responsible operation.<\/p>\n\n<p class=\"wp-block-paragraph\">Logging design should therefore balance security visibility with privacy and data minimisation.<\/p>\n\n<h2 class=\"wp-block-heading\">Cost control and operational resilience<\/h2>\n\n<p class=\"wp-block-paragraph\">Security is not the only concern. Poorly governed agents can create unpredictable costs.<\/p>\n\n<p class=\"wp-block-paragraph\">Cost controls should include:<\/p>\n\n<ul class=\"wp-block-list\"><li>Quotas and rate limits per agent, user group, and environment.<\/li><li>Budget alerts for model usage and supporting services.<\/li><li>Separate subscriptions or resource groups for chargeback and reporting.<\/li><li>Token usage monitoring.<\/li><li>Caching strategies for repeat queries where appropriate.<\/li><li>Lifecycle rules for logs, indexes, and stored files.<\/li><li>Automated shutdown for non-production resources.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">Operational resilience also matters. If an agent becomes part of a business workflow, teams need backup, recovery, deployment, rollback, and incident response plans.<\/p>\n\n<p class=\"wp-block-paragraph\">A production AI agent should be managed like production software.<\/p>\n\n<h2 class=\"wp-block-heading\">A practical implementation roadmap<\/h2>\n\n<p class=\"wp-block-paragraph\">For many organisations, the safest path is incremental.<\/p>\n\n<h3 class=\"wp-block-heading\">Phase 1: Establish the platform baseline<\/h3>\n\n<p class=\"wp-block-paragraph\">Create a secure Azure landing zone for AI workloads. Define networking, identity, logging, policy, Key Vault, private endpoint, and environment separation standards.<\/p>\n\n<h3 class=\"wp-block-heading\">Phase 2: Choose a low-risk pilot<\/h3>\n\n<p class=\"wp-block-paragraph\">Start with a read-only internal use case, such as policy search, IT knowledge base assistance, or controlled document summarisation. Avoid workflows that write to core business systems until the platform is proven.<\/p>\n\n<h3 class=\"wp-block-heading\">Phase 3: Build security into the agent lifecycle<\/h3>\n\n<p class=\"wp-block-paragraph\">Create repeatable patterns for prompt management, model deployment, content filtering, retrieval security, testing, and approval.<\/p>\n\n<h3 class=\"wp-block-heading\">Phase 4: Add controlled tool use<\/h3>\n\n<p class=\"wp-block-paragraph\">Introduce tools gradually. Begin with read-only APIs, then limited write actions, then human-approved automation for higher-risk tasks.<\/p>\n\n<h3 class=\"wp-block-heading\">Phase 5: Operationalise monitoring and governance<\/h3>\n\n<p class=\"wp-block-paragraph\">Connect logs to security monitoring, define review cycles, track cost, document ownership, and test incident response.<\/p>\n\n<h3 class=\"wp-block-heading\">Phase 6: Scale with policy and reusable patterns<\/h3>\n\n<p class=\"wp-block-paragraph\">Use infrastructure as code, Azure Policy, reusable modules, and standard templates so new agents inherit security controls by default.<\/p>\n\n<h2 class=\"wp-block-heading\">Common mistakes to avoid<\/h2>\n\n<p class=\"wp-block-paragraph\">Organisations should be cautious of these patterns:<\/p>\n\n<ul class=\"wp-block-list\"><li>Building agents in isolated innovation teams without security architecture input.<\/li><li>Giving agents broad access to file shares, SharePoint sites, or databases.<\/li><li>Storing API keys in application settings instead of Key Vault.<\/li><li>Allowing unrestricted outbound internet access.<\/li><li>Indexing sensitive documents without permission modelling.<\/li><li>Treating prompts as informal text rather than production configuration.<\/li><li>Skipping human approval for irreversible actions.<\/li><li>Logging too much sensitive content or not enough operational evidence.<\/li><li>Moving from pilot to production without cost controls.<\/li><li>Assuming model safety features replace application security.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">Most AI security failures are not caused by the model alone. They happen at the integration points: identity, permissions, data, tools, and monitoring.<\/p>\n\n<h2 class=\"wp-block-heading\">The bottom line<\/h2>\n\n<p class=\"wp-block-paragraph\">Secure AI agent infrastructure on Azure is achievable, but it needs deliberate architecture.<\/p>\n\n<p class=\"wp-block-paragraph\">The strongest approach combines:<\/p>\n\n<ul class=\"wp-block-list\"><li>Microsoft Entra ID and managed identities for least privilege.<\/li><li>Private networking and controlled egress to reduce exposure.<\/li><li>Secure data indexing and retrieval design.<\/li><li>Azure AI safety controls for input and output risks.<\/li><li>Tool governance and human approval for sensitive actions.<\/li><li>Centralised monitoring, audit, and cost visibility.<\/li><li>Essential Eight-aligned operational discipline.<\/li><\/ul>\n\n<p class=\"wp-block-paragraph\">AI agents will become part of everyday business systems.
